How it all started
In the mid 1990’s as Evangelist Harley was housing and advocating for homeless families and those dealing with Domestic Violence; little did she know all of what God was doing.
In recognizing she was indeed doing a work for God that she could not do alone. Once she realized her true calling, she named this work Rebounders. However, years later, once organized and registered in the State of Maryland, this work would be named in honor of her late mother and her son who both battled the same form of Leukemia (AML). The organization name became: The Burchie and Edmond Harley Center of Hope, Refuge and Restoration, “OVERCOMERS” 1 John 5:5, Inc., in short “OVERCOMERS”.

God informed her that she could not do this work alone, and furthermore, she was to teach those who would at some point work at “OVERCOMERS” and prepare each one how to love and to give, the way HE Jesus gives to us.
And so, July 13, 2014, Run and Shout Ministries was born, and later renamed Grace United Evangelical Global Ministries. We have served schools, children and families through our
Karla E. Nixon (KEN) Adopt-A-School initiative; also feeding the hungry and giving out hygiene packages to the homeless (OVERCOMERS ~ Hope Packages) and supplying families with holiday meals and
gifts. Through our Evangelizing tool, "Recycling God's Way", we have provided furniture to
families who have been burnt out of their homes, or for other reasons, and provided
shelter through local hotels.
In addition to the above, in our newest location we have opened the first medical clinic in the CONGO of Africa, as we continue Preaching and Teaching The Gospel outside of the 4 walls of a building; Doing our part to follow what God has called us to do. And we give God all the Glory!
We are now in 3 locations, Maryland, North Carolina (Minister David Harley leads) and DR Congo
(Overseer John Amani Pastors).

Evangelist Harley is also in her 4th term at Children’s National Hospital as Co-Chair, of the Patient and Family Advisory Council (PFAC), and Volunteer Chaplain.
In 2004, she received Prince George’s County’s, Most Outstanding Advocate Award, for Family Services and Mental Health. In 2015, she earned her B.S. Degree in Biblical Studies, at Lancaster Bible College. In 2016, she received an Honorary Doctor of Divinity and Diploma for Successfully Completing the Required Courses in Chaplaincy, Leadership and Ministry, from The Canadian International Chaplaincy Academy (CICA), with an Ambassadorial Appointment to The United Nations.

Harley, whose great desire in life is to serve God, by serving others, particularly through her advocacy and support to the homeless, and hungry, and to those dealing with domestic violence, as well as families with sick children.

And so, after decades of being committed to serving those in need and realizing that true restoration requires more than temporary relief—that it requires preparation for long-term success. This deep-seated commitment has driven OVERCOMERS to begin its Capital Campaign for its State of The Arts Center "Haven for The Homeless" and others seeking refuge and a path to recovery.
We understand and know that true transformation requires time, stability, and comprehensive support.
An environment that emphasizes structure guidance, discipline, and empowerment. We are dedicated to helping individuals build a foundation of faith, confidence, and capability to succeed beyond their time with us.

That by the teaching of God's Word, the Grace and Mercy of Jesus, the Power of The Holy Ghost, Along with the Compassionate Love demonstrated to those in need via the services of "OVERCOMERS"; that Souls would be Saved, and Lives will be forever changed through The Redemption of Jesus Christ, and Hope | Refuge | Restoration.
